Browsers only let a page start sound after a tap or a key, so a scene opened from a link starts its sound on your first tap. Open SOUND in the scene's controls to check that the ambience and the music are not struck through (muted), and in Settings that a scene opens with its sound on.
In the apps, each scene's music and sound is downloaded the first time: SOUND in the scene's controls shows how far it has got.
Safari on an iPhone has no full screen for web pages. The site works around it by playing the scene as a video, which Safari can show full screen. For a scene with no browser bars at all, add the site to your home screen (Share, then Add to Home Screen), or use the iPhone app.
The apps are a one-time purchase through Google Play or the App Store, which handle payments and refunds. A new phone signed in to the same Google or Apple account can install the app again at no charge.
